Parameters
• str: string
string to convert
• options= undefined
options for the conversion
• options.screaming: boolean= false
Returns
string
the string in kebab-case

kebabCase('foo_bar') // returns 'foo-bar'
kebabCase('foo-bar') // returns 'foo-bar'
